I really do not understand the purpose of these discussions.

I have been a moderator of the Hilton | Hilton Honors forum for approximately 20 years; and as I recall, Hilton has always announced a new promotion ahead of the start date.

Hilton will announce the next quarterly promotion when Hilton is ready to announce it. These discussions do nothing to help speed up the process...
