In the dim distant past, I stayed at the Capitol Tokyu many times and found it decent but ordinary. Admittedly that was before it was rebuilt. Looks like it's better than when I (as well as Michael Jackson) stayed there, but calling itself a luxury hotel in its promotional materials doesn't make it one. Service when I stayed was nothing special and that's harder to change.
