Several points:

No appointments are necessary or possible for Enrollment on Arrival. You may schedule an interview at an enrollment center. If you complete an EoA interview prior to your appointment date it will be cancelled.
Enrollment on Departure, to the best of my knowledge has never been offered at LAX. It is currently available only at IAD and MIA.
The LAX Global Entry Enrollment Center was moved in 2018 from TBIT to the office building on La Cienega Boulevard.
