For typical domestic flights:
The #3 FA is supposed to help in first class, typically at the #1's discretion (i.e. FA #1 will tell #3 what kind of assistance they would like, if any).
Regarding the FA in the jump seat reading her book - did they do any work at all during the flight? If not, it may have been a non-rev riding as a passenger if all the passenger seats were occupied.
There may be special work rules around a flight of this length on a 321 that I may not be aware of though that could invalidate what I said above.
