Out of curiosity if the bags aren't in the rooms are the slips? When I've been at a hotel (Hilton or other; US or International) without laundry bags/slips I've generally assumed that they aren't offering the service.
Bags cost what they cost because, like most things, you have to buy them from an approved vendor(s) and they, IMHO, gouge because they know you have to buy it from them. We do put the slips in the room because, since we don't pay for them, who cares?
