Is it analogous to the Mexico situation - where flights from 1 city (ie Mexico City) do not get ITD OSS?
ITD is route and airline specific. The inbound and connecting carriers need to have an agreement and CBSA has to approve the route. OSS is a governmental agreement covering flights between certain countries.
