Float planes have a lot of drag and not much excess payload capacity hence the limitations. IIRC, airport to Victoria harbour used to provide for more weight allowance vs. from Vancouver harbour but now it's an uniform allowance. If you must fly to Victoria harbour or Nanaimo, consider Helijet which provides for 50 lbs that flies with you. You can also fly Pacific Coastal to Tofino airport.
