Exits seats are defined as any seat that doesn’t require you to enter the aisle first before accessing an exit; so if there are any double seat pairs within the exit rows, they won’t recline just as the row in front of the first exit row will not recline.
The first of the two over-wing exit rows do not recline. The second exit row behind it most certainly does recline.
