Not meant as a swipe at California Airport Construction more a comment that building stuff in CA just takes longer with more permitting and general government approval to go through so longer lead times are to be expected. The lead time is further extended when you have to get the crew airside clearance which decreases the pool of available workers. NT1, just like Bradley south at LAX, was not built airside so a wider pool of workers could be used. It also helped that SAN is better at contract management than other unnamed airports.
