You are right it is going to take a while. In AS's defense the construction is taking place in California. That brings a whole new set of hoops to jump through. That combine with the fact that the actual construction will be taking place in a secure zone, which will require construction crew security clearance, adds to the time required. 2027 might be very aggressive.
Kind of funny to take a swipe at California Airport Construction when SAN's new Terminal 1 is ahead of time and below budget and is opening in just a few weeks.
