Yeah, I don't get it with this lounge. They don't explain much, the service is terrible even with a fairly empty lounge. They charge for what seems like almost everything.
And yes, I realize I'm in Mexico, but customer facing staff for an American company should be able to speak a little bit of English.
US Personal Platinum cardmembers do not pay for anything - one receives a bill and it is waived. All the "pay for" menu items are complimentary. Quite some time ago, there was a very limited complimentary menu for Platinum cardmembers but that was eliminated and we get the "full menu" now.

Service is variable. The menu has English so if one is not functional in the native language, and the waitstaff is not functional in English, one can always point to the items requested. The front desk staff is typically fluent in English, and if I were to have an issue where I was having a communications issue in an establishment where someone spoke a common language proficiently, I'd ask for that person to assist. You know, kind of like being on Fromanothercountrywhereenglishisrarelyspoken Airlines and seeking out a person with a UK/US flag pin for assistance.
In any event, my recent stays there have been acceptable (mostly T2) notwithstanding the fact that this airport is a disgusting disgrace. But that's a /PR matter.
