Not on UA metal. But if you are willing to fly out of JFK, yes to the lounge (
Horizon T7). Obvious the schlep won't be worth the hassle if you are based in NJ.

ANA give its Prem. Econ. pax on its own metal lounge access. I believe there are only four airlines in the world that do this (JAL, Avianca, and one other I can't remember).

At other airports, the choice differs, but there is one listed for each of the U.S. airports I checked, as well as for both HND and NRT (unfortunately, nothing at KIX).
So for pax willing to pay cash for Prem. Econ. to Tokyo, flying on NH metal (on a code-share ticket from UA or otherwise) could be a good choice.
Personally, I'd fly PE to Japan on ANA (on a code-share) and back to the U.S. on UA (hoping to get an MUA upgrade).
