They manage the inventory all right.
Those available suites are indeed available. The only issue is if the management willing to provide them for elite upgrades?
If they don't then those lame inventory issue excuse will comes out.
For lower end of the rooms, there are possibility hotel try oversold them as they have plenty of other options to accomodate those overbooked people.
They can just easily upgrade some lucky guests to the the next cat rooms
However, for suites and specialty suites, it become exponentially harder as the number of those better suites are much smaller.
Imagine if one hotel have to walk someone who booked their specialty suites/ presidential suite.
