Don't know about your chances, but the view from all the floors is pretty much the same, nothing of any marvel. So low floor, high floor, all the same. As a matter of fact, I'd prefer a lower floor. Less swaying and easier to escape if the big one hits while in residence.

What you do want, which is the usual upgrade, is the view not facing the Roppongi Hills Death Star. You should ask for it if it is not what you are given. This hotel is pretty chintzy about upgrades, but half the rooms face in the right direction, so it isn't like inventory is constrained.
