I think the ‘default’ position is that it is raised. The only times I have seen it dropped when boarding is when I traveled with mrs t on the same booking.
And yes, the storage is definitely smaller and I also find it a touch more cramped because of that (perfect example of a first world ‘problem’ / observation)
