You really can't go wrong with any of the Lisbon hotels, so long as you avoid the airport HIX, and recognise that Alfragide, Caparica, Cascais, Estoril and Oeiras are not Lisbon. Lisbon has become a super-hot tourist destination, and hotels with branding power have been able to establish often crazy rates.
If you are OK with a HIX, the Saldanha one is smart, and on the metro line from the airport. It can be more expensive than the two HI, which are just a tad further from the centre. The Av Liberdade HIX is fine, too, and more central than the Saldanha one, but not on the airport metro line.
There's a HIX Principe Real. It's outside the delightful neighbourhood it's named after, and re-branded of shabby 3-star. I've never stayed there.
Of the Holiday Inns, i have a marginal preference for the "Lisbon" one (also walkable from the airport metro), over the Continental.
Slap bang central as you can get, behind Rossio, and quite a classy act, is the Vignette Convent Square. But it comes at a price.
I've never been a fan of the IC, but i recognise its a fine hotel - central, but for me just a little awkwardly located.
