When people say T1 is closing, are we really saying it's merging with T3 and being called T3?

Surely the only bit closing is T3 check in halls? Or am I missing something as in, airside they will close off the area past the "covid walkway to T3"? Surely no way EK can operate at just T3 with those amounts of people?
