The UK.261 duty of care and jackpot provisions are separate. The duty of care provision always applies, so UA is on the hook for costs that they incur as part of the delay whether the delay was extraordinary or not. The jackpot provision -- which is where the $1000 ETC comes from -- is separate, only applies for delays that are not extraordinary, and is intended as compensation for the time and inconvenience. Even in case where the £520 jackpot would apply, the carrier still has a separate duty of care provision.

UA may not require receipts for a $70 taxi fare, or may be willing to accept a credit card statement.
