Yeah, I was trying to speak very carefully because I have the same concern -- but it's not clear to me that UA would be able to set a limit under UK.261, assuming that someone had tried, and failed, to get help directly from them. If they offer a hotel that's unsatisfactory, that's when it gets a bit tricky. $200 is also the number that I've heard, but $200 doesn't go very far around EWR. The taxi receipt should be reimbursable in full.
