Yes. It gets a bit sticky from about 20:00 hrs, there aren't many people in transit at that time, but you can do it from T3 to T4. There are 5 Middle East flights after 22:00 hrs from T4, so the service should run to 21:00 hrs or so. El Al to TLV is the last service, around 22:15 hrs.
Obviously the Elizabeth Line is the landside option, which isn't so viable for T5 to T3.
