They do. The relevant official site is the first link in the section for each destination.
The Sherpa link is only later on, under a section entitled "Help with your ESTA Application" (or ETA, eTA etc.).
And yes, while I personally haven't had difficulties with ESTA or eTA, I appreciate that others may find the service useful. So I can't personally get too exercised over this, given it's clearly a third party service and they make it clear fees may apply.
