there is always the red phone for customs declarations. i have certainly seen customs officers in t3 near the exit before - not often but certainly a few times over the years. unlike strictly domestic flights like LM with no customs requirement, BA flights will have a number of folks who have done an int-dom connection at LHR and those people formally do customs at their domestic destination (MAN, NCL, EDI etc.).
