YOW has US Customs pre-clearance. Those passengers go through a separate security area (roughly North end of the Terminal) then US Customs and then into a separate waiting / gate area. The Aspire lounge is in the main waiting area (2/3 of the way down). So far as I am aware, there's no lounge in the transborder gate area.
