I had called regarding a TLV-LHR UG, and it is considered part of "intra-europe" and was able to clear my SWU. During that interaction the agent told me there is a list that she checked against that specifies which flights are considered eligible, while the BA flight can show UG available in the system, it is a current limitation that all segments can show clearable and she stated even though you can apply a SWU, BA may not fully ticket or can downgrade you day of. I had the issue where the agent pushed back on adding the TLV-LHR segment onto my already confirmed SWU, only for her to call back 30 minutes later stating she has checked the eligible route listing and was able to process it. I noted this interaction in this thread in Late April/Early May.
