My view is that doesn't really add up as 1) they actually used to get 1440 oTPs, not nothing, 2) if they really were doing 4 x F to New York per year then surely they did a single CE return as well, and 3) if that really was a big issue then why not tweak the oTPs on F to new york a bit to get them to 1500.
Ummm, wasn't F to NY 420TPs in the old money... so 4 returns would have got you to gold...?

And in any case, F to NY can often be had under £3k, so these same people, assuming they weren't totally spendthrift, would also be worse off under the new system!
