Two recent DPs from IAD and DCA. It seems the IAD C1 lounge has a little flexibility. I was recently allowed in at T-205, but made quite clear it was an exception due to a non busy time. At the DCA 'Landing', I arrived at T-195, and while the agent was very apologetic, and plenty of seats were available, her app simply wouldn't allow entry until T-180.
