My understanding was that both BA and EI (and presumably LM) intend to move to T2 but are blocked from doing so because there is no UK or IE arrivals channel in the east pier; as soon as the behind-schedule main pier is completed and commissioned they'll move across in short order. It's probably reasonable to assume that AY will move too rather than being the only oneworld airline in T3 when T1 finally closes.
