It may just be poor reporting in this particular piece but I thought the plan was for (some of) Terminal 1 to remain, even if mostly as a headhouse for what we currently call T3?
My understanding is that Terminal 1 will be closed in or about October this year, and the entrance to the former T1 terminal will become part of Terminal 3. This likely means that any airlines not relocating to Terminal 2 will operate from the newly designated T3.
