Yes, the Sakura lounge is only open around the morning and evening sets of JL flights to KIX/NRT/HND. CX lounge though is open all day until the last CX flight.

Although I've not been in, Oman Air lounge is now also a Oneworld option for Emerald and Sapphire. Supposedly open 24 hours as well.
The WY lounge is also very small, and in its Prioirty Pass days was a crowded nightmare on a good day. The food and drinks offerings are good though.
