It depends:
1. if you either carry-on, or your bag is checked all the way through, then you do not need to deal with immigration - only transit security
2. if you check a bag which must be claimed and re-checked, you will need to clear immigration, customs, and then immigration and security again on the way out - so either transit time is unlikely to work
