It depends on if your lugga is checked through to your final destination as to whether the connection time is adequate. If you come into C, you would be best to take the train. However, if you come into the higher C gates (in the 20s) you can walk to D and catch the moon buggies. Be prepared to possibly come into A if your ATL flight is a regional jet.
