I would not be surprised if that was part of the reasoning. The EU is dominated by Germany and France -- which, coincidentally, have two of the financially strongest airlines and will be in the best position to absorb these losses.

The weaker airlines -- like Alitalia -- may well go under, increasing the market share for companies like...Air France and Lufthansa.
