It COULD be enough, it depends on the power requirements of the brick on the laptop.

I have one of the lightest machines there is, and even it required 50 watts to run on.

Keep in mind that charging and running do not use the same amount of power. A notebook turned off and charging will use around one third of a notebook turned on and charging.
