I'm sure there are customers who buy fares in Y and hope to score an upgrade to J. Look at all the threads on this forum asking how much upgrades would cost at OLCI. Take that possiblity away from them on a Superlight fare, perhaps that might trigger them to buy up to the next fare level. Or like i said, make the upgrade cost lower on a Flex fare versus standard fare.
