This wouldn't make any sense. Not including stuff in the fare, sure. But refusing to upsell people? What exactly would AFKL achieve by that?
I can see a logic in different prices of upgrades (leveling the final price paid for the upgraded ticket), but not refusing to upgrade all together. The OLCI upgrades exist because AFKL has empty seats in J/P and wants to make an extra buck on them.
Your suggestion would only leave to a loss of revenue.
