At the moment - not very. The "Test Only" is because my Google Wallet API account is in demo mode, and another restriction of demo mode is that passes can only be added by whitelisted accounts. So I'd need to add everyone manually...
Maybe I should turn this into an actual website ("BA IT workaround-as-a-service"?
) and try to request publishing access from Google. Name suggestions welcome...
