Prelim Inspection completed: July 23!!!

I applied under the GE category.

I have a trip in September and will complete secondary inspection then. I can only do it on the way out, right, and not on arrival? My flight leaves KIX at 4PM on a Sunday. How much time should I allot to get this completed prior to my flight? My flight departs Terminal 1.
