People with GE typically encounter no line at all when arriving in the USA, and GE is open to people from multiple countries. Now with the myCBP app, even more people have access to expedited arrival. Even if you need to wait in a line at arrival, most people are at the baggage claim by the time the bags arrive.
Preclearance just adds unnecessary delays, queues, and stress to departure, which is already stressful enough. A delay at departure can mean missing the TATL flight, which will likely take a day or longer to recover from (potentially costing thousands, depending on the reason). Even if you have a connecting flight after arriving in the USA, missing it likely only pushes you to a flight later that day or the following morning, at the latest. It also means being herded into a cramped and sterile area about as charming and comfortable as a bus terminal, with the exception that there is no escape from this hell, even when your flight is delayed.
