You certainly can play that game, though if you're a foreigner, they legally can force you to show ID and will harass you until you do, seems like a very unnecessary risk when the easy solution is to carry legal ID with you and present it when asked. Personally, I have no interest in fighting with police in a country where I'm a guest.

I spent all of 5 minutes applying, and 20 minutes getting the card after approval, not sure I'd consider that a substantial amount of time to get something that lets me stay legal while not having to have my passport wallet on me. To each their own I guess.
