I don't see why it wouldn't be - for the purposes of immigration priority a Canadian card is no different than any other. Realistically nobody has ever given more than a glance at my Australian ABTC at US airports - to the extent that I've continued to use my physical card that expired in 2021 and they haven't noticed/cared. (I have renewed, but like most countries Australia now uses the app rather than a card, and it's easier to just wave my expired card then open the app).
