Whether it makes sense or not, it is being enforced. I've received the same email reminder before both my LP trips since mid-January. And in conversation with the LP Team at JFK, TSA is being strict about it, to the extent that you can't even bring a shopping bag through if you already have the 1 + 1. Unfortunately this effectively negates AF's generous P & J carry-on allowance ex-JFK.

JFK Terminal One.
TSA Carry-On Policy:
Each passenger is permitted to bring:
• One carry-on bag
• One personal item (a purse, briefcase, laptop bag, backpack, garment bag etc.)
Please note that this is a federal security regulation, and all passengers, regardless of their class of travel, must comply. TSA will not allow travelers to proceed through security if they exceed the carry-on allowance.
