Yes, whether you get the benefits associated with a room type when given a comp upgrade to the room is a common debate that can be summed up with "it depends". Varies widely andnin many ways. Even if they sell it as "Club and Spa Access" and don't provide that, but it's still a higher floor, it's still an upgrade over the base rooms, even if not a good upgrade, and even if not one you want. In those cases I would suggest trying to politely ask direvtly for the kind of upgrade you want instead.
