I called for the manager who backed up the clerk that a US Passport was not acceptable ID for purchasing cigarettes. After I threw a tantrum I left the store empty handed. I guess a US Passport is not universally recognized by stupid people.
In Virginia last year, I was in a "Total Wine" store, and they have a POSTED SIGN at the registers saying that a passport is NOT acceptable as ID for alcohol purchase!
I couldn't believe it, so I asked the clerk about it. She said it's store policy. When I asked why, and pointed out that a passport is a much better ID than easily fake-able drivers licenses or student ID's, she shrugged her shoulders in total lack of comprehension.
I decided to end the discussion there, lest I just frustrate and aggravate myself for no reason.
