If a UC gets to a certain capacity level it will not allow Chase UC Pass access.
It states that on the pass. If it is not at that capacity, they will accept Chase UC Passes. This varies with time of day and day of week. This happens most commonly at hub UCs at peak times. Of all access methods, the Chase UC Pass is the lowest priority and will be temporarily denied to prevent overcrowding and space for other that have priority access.
The employees may have done a poor job of explaining but likely they were not lying. Many times there will be a sign stating the non-acceptance of the Chase UC Passes (some times called OTP - One Time Passes)
UA is steadily enlarging UCs throughout their system as the demand is increasing. An issue all domestic carriers are experiencing.
