They changed the rules for SDS at the same time they changed the rules for SDC to only allow stand-by on same-day earlier flights. This rule now applies to all Medallions. The "flat tire rule" is not publicly documented by DL, but I imagine they can still make exceptions due to unforseen circumstances as they did before.
