I always encouraged Captains to make pessimistic announcements, far better to go earlier than expected than a creeping delay.
Airports have to keep things moving, aircraft have to leave gates so that arriving aircraft have somewhere to park. Ground staff have other aircraft to service, the list goes on. Sometimes unfortunately the process is painful but there are reasons for this.
