It's a safety decision, combined with the curfews in place in those cities. So if they can't land due to weather + curfew it all gets rather difficult. Either way, that aspect is basically covered by Extraordinary Circumstances; however being able to rebook on to other services should have happened if they were running. BA won't rebook on to Eurowings directly, but can sometimes do it via any Lufthansa flight numbers.
