Short answer: yes HKG had no problem checking in luggage at transit point
long answer: I just did ICN-HKG-LHR. No luggage checked at ICN, so can't answer your question on "whether can pick checked bag up in HK" (you may check out other threads on short checking luggage). HKG check-in counter had no fuss at all taking my luggage mid-journey.
