There are definitely times when I book a flight without assigning a seat, such as when expecting to immediately apply and confirm an instrument upgrade, but the system still assigns me one during checkout, albeit an E+ one. In any case, one can definitely ask an agent to unassign their current seat, but I doubt those who are in E- middle seats (intentionally or not) will know or care about this.
