As a DP, my wife was able to get the sign up bonus for the new CSR after having gotten the CSR when it was originally released (2016) and the 100K sign-up bonus at that time. That particular card was PC'd away from the CSR around 2020 I believe (it is still active today as an OG Freedom card). Now, they may be counting the old CSR and new CSR as two different "cards" for the purpose of that restriction, or they have a length of time in mind, but it isn't strictly lifetime if they are counting them as the same card.
